MANILA, PHILIPPINES – Starting last October 28, Land and Transportation Office (LTO) have required all drivers seeking for the renewal of their license to acquire Comprehensive Driver’s Education (CDE).

"Ito'y para sa mga magre-renew ng kanilang lisensiya, professional man o non-professional. Nire-require ito ng batas...na ang magre-renew, kailangang dumaan sa (parang) refresher seminar," according to LTO Chief Edgar Galvante.

LTO publicly announced concerning the implementation of the provision of Republic Act (RA) 10930 regarding the renewal of driver’s license with the extended validity up to 10 years. The process was implemented starting from the Central Office in Quezon City followed by other offices in National Capital Region (NCR) on November 3.

The Republic Act 10930 orders the extension of license’s validity. 10 years of validity will be given to those applicants with zero record of traffic violation. However, 5-year Driver’s License will be issued to those with traffic violation record.

The agency also noted that all applicants who wish to renew their license must go through Comprehensive Driver’s Education Exam (CDE) and pass to earn their CDE certificate. Should an applicant fail to pass the exam, retaking is possible according to Galvantes. Applicants are all obliged to qualify the CDE before submitting an Application for Renewal.

CDE is now being offered free to all applicants at all of LTO offices, website, and other platforms. Taking the CDE will also be free of charge at LTO Drive’s Learning Center and LTO Portals. Applicants may proceed to LTO offices, at LTO-Accredited Driving Schools or see LTO Portal’s Website (https://portal.lto.gov.ph/ords/f?p=1200:HOME) to obtain CDE Materials.
